It is a short sample that reads “nai lye hiruva airea amanar”.
With regard to the tengwar, there are two unusual features:
✶[ŋŋ], [ŋɣ] became [ŋg]; [ŋ{ŋɣ}] > [ŋg]
In Common Eldarin, a double or dynamically-lengthened ŋŋ became ŋg. This sound change was mentioned several times in both the first and second versions of Tengwesta Qenderinwa from the 1930s [TQ1] and 1950s [TQ2]:

In Ancient Quenya, the combination ns became ss. Since primitive nasals assimilated to n before s, this was the ultimate result of all primitive nasals + s. This change was mentioned in both versions of the Tengwesta Qenderinwa from the 1930s [TQ1] and 1950s [TQ2]:
S. [ðv] became [ðw]; [ðv] > [ðw]
In Sindarin, the combination ðv became ðw. The clearest description of this change in appears in notes on the development of stops + nasals from the the late 1960s:
tm, dm > ðm, later ðv, ðw (VT42/26).
This note only shows the development for v arising from the spirantalization of m, but another late note hints at similar developments for v arising from primitive b:
